[0:03]"Where The Khums Is Spent?" We will pass through it, God willing,
[0:07]in nine minutes.
[0:08]We left the previous station with two pieces of information: First: Khums
[0:12]is Imam's right and must be spent according to his satisfaction.
[0:15]Second: The deputy of the Imam is the one who knows best
[0:19]about ways of the Imam's satisfaction.
[0:20]If you want to know the meaning of the deputy of the
[0:23]Imam, refer to The Story of Taqlid.
[0:26]What does "The jurist is more knowledgeable about the ways of Imam's
[0:29]satisfaction" mean?
[0:30]It means..
[0:31]that the jurist has a comprehensive understanding and awareness of the needs
[0:34]of society, religious projects, and humanitarian cases.
[0:38]They prioritize these needs according to their assessment and understanding between themselves
[0:43]and God.
[0:44]As for you and me, we are limited by our knowledge of
[0:46]jurisprudence, or emotions, or our awareness of problems.
[0:49]We may remember some things and forget others, and we may be
[0:53]influenced with things we see and neglect other things we don't see..
[0:56]But the Marja..
[0:57]his position, broad knowledge and human connection enables him to have a
[1:01]more comprehensive view and more accurate estimation of interests.
[1:04]In other words, the jurist must have the highest levels of administrative
[1:09]expertise and deep knowledge to preserve both the religion and worldly affairs
[1:12]of the people, without being influenced by emotions or pressured by events
[1:16]in making decisions.
[1:17]In this example, the highest marja in this time, believes that the
[1:21]top priority in a country like Iraq..
[1:24]should be the poor.
[1:25]Therefore, he gave a general permission for all Iraqis to spend khums
[1:29]of their income on the poor in their areas..
[1:32]without sending anything to Najaf.
[1:34]According to the letter we've promised you in the previous station.
[1:37]I'll read this general permit to you, and please get a paper
[1:40]and pen ready...
[1:41]and think about the reasons why the jurist specified these conditions, and
[1:46]what would happen, if everyone took Allah's share out of his wealth
[1:49]to give to the poor in their region according to these conditions?
[1:52]The answer: His Eminence Sayyid (May his extended guidance remain) has given
[1:57]permission to our believing brothers in Iraq until further notice, to spend
[2:03]Imam's portion (peace be upon him) of their dues with the following
[2:08]considerations: First..
[2:09]To spend it on providing the necessary needs for the religious believers.
[2:15]However, spending this blessed portion on other legal uses, requires further permission.
[2:22]Second..
[2:23]To spend it in the same region where the person is living,
[2:26]and not to send it to another region.
[2:29]Third..
[2:29]Not to trust it to anyone else, regardless of who they are.
[2:33]Fourth..
[2:34]To prioritize those who are in greater need over others, if possible.
[2:38]So now you see, despite Imam Al-Ridha's saying "The khums is our
[2:44]support for our religion," which means it is not specific to the
[2:47]poor, but rather for anything that strengthens the religion.
[2:50]The scholar, however, identifies that the most prominent manifestation of support for
[2:54]religion in this era is to help people with their sustenance.
[2:58]Of course, this does not mean to halt religious projects, endorsing of
[3:02]Hauza and the education of scholars, which are certainly among the best
[3:06]ways to please the Imam.
[3:07]Moreover..
[3:08]supporting some academic talents that suffer from financial difficulties, if their work
[3:14]would benefit the community.
[3:16]Indeed, all of this is subject to the assessment of the jurist
[3:19]and his approval of specific and studied resources.
[3:22]However, the lion's share, as they say, remains for livelihood cases.
[3:27]I hope the picture has become clear to you regarding the answer
[3:30]to the question (Where is the khums spent?).
[3:33]It is spent, my friend, in whatever the jurist is confident that
[3:37]the Imam accepts, and he determines the priorities.
[3:41]For example, let's stay in the post-Saddam era, in the last 17
[3:46]years.
[3:46]Amounts of the khums were spent inside and outside Iraq on youth
[3:51]marriages, building hospitals, schools, caring for orphans, providing cancer treatment, providing clean
[3:59]drinking water in some areas, supporting battles and mujahideen, sponsoring new students
[4:05]in the Hauza, assisting patients, and many other diverse fields that delight
[4:11]the heart of the Imam who owns the Khums.
[4:13]Here as an audience..
[4:16]you're gonna ask me this question: If the khums money goes to
[4:20]all these areas, where is its impact on people?
[4:23]Why do we still see the poor, the sick, and the deprived
[4:28]everywhere in Iraq, including Najaf?
[4:32]Actually, you are not the first to ask, nor am I the
[4:36]first to answer.
[4:37]In reality, this question is a subject that all the infallible Imams
[4:40]have focused on.
[4:41]Long ago, Imam Ali used to say: "Indeed, Allah has imposed upon
[4:45]the rich the obligation to provide for the poor.
[4:48]So, the poor does not starve except due to the rich withholding
[4:51]his sustenance." Then Imam Al-Sadiq came after him, but the problem persists,
[4:55]and Zurara asked him the same question, and he replied with the
[4:58]same answer.
[4:59]He said: "Indeed, Allah has imposed upon the rich to provide the
[5:03]poor with what is sufficient for them, even if He knew it
[5:07]is not sufficient, He will increase for them." This means that the
[5:10]problem is not with the distribution of the money if it reaches
[5:12]the Imam, but rather the problem is actually..
[5:15]it's not reaching the Imam, because the majority, deny Allah's share.
[5:19]He also said: "People do not become poor, needy, hungry, or naked
[5:25]except by the sins of the rich.
[5:27]And surely Allah, the Blessed and the Exalted, withholds His mercy from
[5:31]those who withhold His right in their wealth." Ok..
[5:35]Let's see what is Imam Al-Kadhim saying?
[5:37]Harun The Abbasid asked him, "Isn't Khums too much?" The Imam replied,
[5:41]"The One who has given it to us knows that it's not
[5:45]too much for us." And the situation continued until the time of
[5:49]the Minor Occultation, and the last warning came from Imam Al-Mahdi to
[5:52]those who usurped the share of Allah in his letter to Ishaaq
[5:56]bin Ya'qub, which we read in the second station: "And as for
[6:00]those who wrongfully take our property, whoever takes anything from it without
[6:05]permission, then verily, he is eating hellfire." Do you think the problem
[6:09]that wasn't solved during the time of the 12 infallible Imams would
[6:13]be solved in the time of a Marja'?
[6:14]Yes, there are hundreds of millions come as khums.
[6:17]But, how many people are actually commit to it?
[6:20]And how does that amount to anything, in the face of the
[6:22]urgent needs of the people and the governments that have neglected the
[6:25]rights of the people in all aspects of life that come to
[6:29]your mind..
[6:30]or don't?
[6:31]And you are a product of this time, and you see the
[6:34]luxurious hotels, restaurants, malls, luxurious houses, luxurious cars, businessmen, and companies.
[6:41]May Allah increase the livelihood of people, but in all honesty, do
[6:45]they all pay up Allah's share in their wealth?
[6:48]Add to your knowledge that this problem is global.
[6:52]Bill Gates, the founder of Microsoft and previously the richest man in
[6:57]the world who may return to the top of the list in
[6:59]the future, with a net worth more than 116 billion dollars, he
[7:04]says: "It was not a progressive tax bill, it was a regressive
[7:08]tax bill, people who are wealthier tended to get dramatically more benefits
[7:13]than middle class or those who are poor.
[7:16]The government should require the people in my position to pay significantly
[7:22]higher taxes.
[7:23]The summary of fourth station: Where does the Khums and precisely..
[7:27]the Imam's share go?

[7:30]whatever satisfies the Imam and is referred on the assessment of the
[7:35]jurist and his prioritization of needs.
[7:37]This explains why there is constant hammering on the separation of people
[7:42]from the scholars and skepticism towards the integrity of the jurist.
[7:45]Because the power of the marja is based on the people's connection
[7:48]to it.
[7:49]You may like the presence of scholars or dislike it, but you
[7:53]are obligated to recognize that the independence of Hauza and its self-management
[7:58]is a unique example in this era.
[8:00]It is a scholarly entity that does not have an army or
[8:03]police, and has been targeted by many regimes in history, and yet..
[8:08]States crumble and states raise, Hauza endures shocks, yet with all that,
[8:13]it remains steadfast.
[8:15]Why?
[8:15]The reason is..
[8:16]The arrangements made by the Imams for their followers have kept the
[8:19]cleric living in the narrow alleys of Najaf, but the society seeks
[8:23]permission from him in the farthest corners of the world..
[8:26]to spend some money.
[8:28]This planning by the Imams is what created financial and economic independence
[8:31]for the religious authority and reliance on people's trust and faith, suffice
[8:36]them from any political influences or economic support from governments.
[8:40]As you know, there is no free support.
[8:43]The planning of Imam Mahdi, makes the word of Marja based on
[8:47]his conviction before Allah, not based on rulers' taste, for the sake
[8:51]of funding.
[8:52]The arrangements of the Ahlulbayt have given value to the cleric, to
[8:55]the extent, that he is the one who closes his door to
[8:58]the rulers and only opens it when he wills.
