This is a fatwa from a scholar in Najaf: According to common public perception, what is ‘layl’? Layl (night) is not sunset. In an average society, layl is when people treat it like a night. For example, let’s say sunset in Finland is at 11:45 pm. At 9 pm, it’s still bright outside, but we say to people good night, and we get in the process of going to sleep, put our kids to sleep, etc. So the society in Finland treats it as night, even though it’s still bright outside (their schedule treats it as night).
