#alaqvam_commentary surely because of the numerous deficiencies of democracy as well as the weak-points of the elected candidate, the words\" uli\'l-amr\" do not refer to rulers elected in a democratic process. + Thus Allah, who ordains the prophets, also ordains the \'uli\'l-amr:\' who must have some characteristics and qualifications: infallibility, divinely endowed with knowledge, moral excellence, miracles, extraordinary genius, divine ordination and authorization.
