Who are qualified and authorized to comment on the verses of The Holy Quran

Ahadeeth or narrations and traditions of the Holy Prophet, the Lady Fatima and the Twelve infallible Imams A.S. as the authorized and qualified commentators of the Holy Quran, are given less significance - leaving a bigger field for the personal deviant views, and hence resulting in many sects within Muslims!
