There are a few exceptions where the intention can be made after fajr:
1. A traveller who arrives at his hometown’s city limits before zuhr. As long as he hasn’t performed actions that invalidate a fast (like eating and drinking), he can make an intention to fast.
2. A person who is ill and recovers from his sickness after fajr, he can make an intention to fast as long as he hasn’t performed actions that invalidate a fast.
3. You are not aware that today is the month of Ramadhan. As long as you haven’t done things that invalidate a fast, you can fast.
